Upcoming Mandatory Umpire Standards

Field Hockey Canada is introducing mandatory minimum training and certification standards for umpires. These standards will be phased in starting September 1, 2025, with the goal of improving safety, consistency, and professionalism across all sanctioned leagues, tournaments, and events.

Implementation Timeline

Phase 1 – Trained (Sept 1, 2025 – Dec 31, 2026)

  • Complete the FHC Outdoor Community Umpire Course
  • No assessment required
  • Recommended for recreational-level officiating

Phase 2 – Working Toward Assessment (Jan 1, 2027 – Aug 31, 2028)

  • Community Course required
  • Begin working toward field assessment

Phase 3 – Certified (Sept 1, 2028 – Aug 31, 2029)

  • Full Community Certification (course + field assessment) required for playoffs and championships
  • Community Course still required for all other sanctioned games

Important to Note

  • Umpires with current certification (renewal, upgrade, or downgrade) are not affected by this rollout.
  • Provincial Sport Organizations (PSOs) will determine which leagues and events fall under each certification level.

Why This Matters

  • Establishes a baseline of training aligned with Safe Sport principles
  • Supports PSOs and clubs in delivering consistent standards
  • Aligns with national best practices in officiating
